The purpose and meaning of the draft government resolution prepared by the Ministry of Digital Development, Communications and Mass Media is that the technical means of storing data for SORM must be produced in Russia. In this way, it is planned to increase the information security of subscriber data and accelerate the process of import substitution of storage systems used for SORM.
Communication operators are invited to gradually switch to using uganda phone number library data storage equipment for SORM that meets the criterion of “equipment manufactured in the territory of the Russian Federation.” The requirement for “domesticity” of the storage system applies to those technical means for SORM that will be purchased after these changes come into force.
These changes will come into force around August 2019, taking into account the envisaged 180-day deferment and discussion of the draft document, which will last from January 9 to 29.
Full text of the changes:
“Technical means of storing information that are part of the communications equipment that ensures the implementation of established actions during operational investigative activities must have a valid conclusion at the time of installation of this equipment on the communications operator’s network confirming the production of industrial products on the territory of the Russian Federation in accordance with the requirements for data storage systems established by the Decree of the Government of the Russian Federation of July 17, 2015 No. 719 “On confirmation of the production of industrial products on the territory of the Russian Federation.
The effect of this paragraph shall apply to technical means of storing information that are part of the communications equipment that ensures the implementation of established actions during operational-search activities, the acquisition of which will be carried out after the entry into force of this Resolution of the Government of the Russian Federation."
In the explanatory note, the developers of the draft RF PP report that these changes will help ensure "information security of the Russian communications infrastructure in the context of the sanctions policy pursued by Western countries against the Russian Federation, as well as computer attacks using vulnerabilities in foreign equipment. In addition, the draft resolution will provide support to domestic manufacturers of electronic products and increase their competitiveness."
