On the State Duma of the Russian Federation considered and adopted in the third reading the draft law on employment of the population . New concepts appeared in labor legislation: "platform employment" and "self-employed" as one of the young forms of relationships between contractors and customers, separated from the usual format of hiring or organizing your own enterprise.

The new law is a response to the formation of the digital platform economy, the experience of which shows that standard labor legislation is becoming irrelevant and the new sphere needs legal regulation to ensure social guarantees for workers. The growing trend towards self-employment, and with macedonia telegram database it platform employment, is an objective trend in the sphere of labor relations in Russia. According to the Federal Tax Service , in 2022, more than 6 million people had the corresponding status. Data for mid-2023 indicate an increase in this figure to 8.1 million people. The total earnings of the self-employed in 2021 amounted to more than 800 billion rubles, in 2023 this figure is already 2.5 trillion rubles.

According to Rosstat estimates, the number of self-employed people working through digital platforms was about 3.5 million in 2022. A study conducted by Strategy Partners in August 2022 showed that online platforms are one of the main areas of interaction with customers for the self-employed.

Working on a digital platform is the main source of income for 86% of performers. A similar trend can be seen in a 2022 HSE study , which found that employment on digital platforms:

the main job for 1.7 million people;
is a regular part-time job for 1.7 million people;
was at least an episodic experience for more than 12.1 million people.
Entire professional segments are changing their work format, switching to platform employment. This category includes couriers, taxi drivers, psychologists, interior designers, furniture assemblers, copywriters and many others.
