Is fear a determining factor in human action?

The current world, the civilization of the 21st century, is in constant transformation and evolution. Beliefs, customs and even the hierarchy of values have been changing over time. While in the ancient times of humanity, great civilizations were involved in great decisions or situations and even in war conflicts due to a determining factor "Love". We thus find a variety of events ranging from the famous invasion and conquest of Troy by the Greeks, through the Crusades and their love for God and the Holy Land, to life or death decisions like Romeo and Juliet who, seeing how adversity stood in the way of their relationship, sacrificed themselves for love.
With the arrival of modernity and its enormous number of advances, which have made life more comfortable and pleasant, human beings have had a change in their behavior. Their main activity is no longer to preserve themselves by ensuring the means to subsist, or to discover new worlds, or to create new things, we simply dedicate ourselves to preserving the status quo in which we operate.

Neuroscientists, as well as great researchers of human behavior, have written theories and postulates about what are those motivations that activate the actions of modern man. One of them is Mr. Anthony Robbins, who based on the theories of psychologist Abraham Maslow has proposed that human needs are:
Basic Needs: Security, Variety, Significance, Love/Unity
Higher or spiritual needs: Growth, Contribution

These two authors, when they formulated their theory, were most likely based on the observation of ancient man and defined security as a physical need and most likely, in my opinion, thinking of the need for survival from the elements of nature, as well as the satisfaction of the basic biological needs of the human being, today when we do not have to hunt, nor fight for our love, nor build with our own hands the articles that we require but we can acquire them in the market, in that conglomerate of supply and demand for products, that same invisible entity that with its hand moves us to feel the need to buy or to desire things that we do not really require.

Today we also need psychological security, to feel protected from possible aggression or from external or internal agents that threaten our comfort. We want to avoid feeling fear at all costs; modern man wants to avoid uncertainty, fear of the unknown and fear of losing what he has, so he does not take risks, so his levels of wanting to undertake new things are very low.
Tony Robbins states that people always move to avoid pain, either towards love or away from pain. Which leads me to always explain that it is not a phrase to be analyzed from the rational mathematical mind of the human mind loaded with the theories of Sir Isaac Newton. It is not a phrase that implies an inversely proportional relationship, that is, that a person moves away from the pole where he has placed his pain does not mean that he is automatically heading towards the pole of love, since he may simply be carrying out actions moved by the fuel called fear, to move away from things that affect his safety.
